They measured the actual difference is like 1.00001x faster, so this is of total insignificance, a nuance, measurement error most likely, relativity itself might explain the negligible difference. This is not even news worthy and would have zero impact even if proven true.

For example if you are using a cloud hoster for email, then your email sender's IP will resolve to the cloud server instead of your own domain server (@yourdomain.com) and RDNS check will then reject your email.

Also those other services mentioned will sell you and your data to the advertisers, not iCloud, big difference.
GPS could get damaged. A massive solar flare could jam GPS, near earth meteor shover could damage or deorbit some satellites etc.
Taxpayer funds were involved in building GPS, military is just another public service.
Maybe they know much more via syndication with other networks.
