Not sure, there appear to be a 3rd party app in the Windows 10 store which claims to be compatible with mobile phones. I didn't test it. Also it may still work with XMPP clients for basic features (text messaging).
you can use hangouts just fine on a desktop, altough a real desktop app would be better, they have a chrome extension which works pretty fine, plus you can use it within gmail which is a plus.

There is already the vibrating and the silent mode (with LED notification). I don't need a second device. Fitness tracking, maybe. But they already sell heart rate monitor watches without Android and they run just fine, with longer battery.

It is. Unless Uber explicitely gets an agreement with a city/province, it doesn't insure drivers in Canada. The deal with Ontario is very recent (2 months). Before that (for much of Uber's history in the province), it was the driver's responsibility to be insured. Most didn't bothered. There is no Canada-wide Uber-provided insurance for drivers.
And in many places, they DO NOT pay the taxes they legally have to pay. Canada is such one place. All taxi services much charge GST+PST. Uber doesn't. And most drivers don't have commercial insurance, taxi plates and taxi license here.

Google already has Hangouts, with is superior to iMessage/Facetime.
