Not all developers use the proper toolkits provided by the console manufacturer. If it was so "easy" to recompile it, chances are microsoft would already have a more workable emulator.

I may love their released products, but the Playstation team seems to have such an aura of bullshit surrounding them that I can't take them seriously.
