    What i can see happening is some Family Man getting into a meeting with a bunch of local folks and cutting a deal that goes like:

    1 You don't shoot my people and make sure that that IED [redacted] doesn't get used on the roads we need (and will be building)
    2 as we get the stuff mined and processed you get a cut of X%
    3 my people of course will be helping you get rid of your "problems"

    actually as a business you can spin up a SecondLife type Server with a minimum of effort
    you will need

    1 a web server with MYSQL support
    2 a copy of OpenSim
    3 a few graphics types to create content

    1 spell it with 4 Ws three for the www and then one in laUrence
    2 put it as a dot com not a dot org (i currently don't own the dot com)

    because of 2 things
    1 "Everybody" spells laurence as lawrence
    2 "Everybody" knows that the Internets sites all end in dot com

    need to make a call on your phone?? %Network has a tower in range
    close to a %Network wifi hotspot ?? your call will be routed by way of the hotspot
    Wanna watch a movie ?? slot your %Network FlashKey type your PIN and go for it

    How many of us would pay US$120 to US$$250 a month (depending on how long a contract you want to sign) to get 720 degree data coverage??

    this fails on these grounds.

    1 change the rules involved so that if a recording is not available the cops "lose"
    2 require that any recording to be used as evidence (if provided to the police) have a copy given to the person that did the recording
    3 require that the officer involved personally replace any video equipment and media that gets damaged during an arrest (replacement cost not depreciated cost or wholesale cost)

    of course if you wanted to get a smaller set of data to work with you could just break the print down into a vector image and then run your hash on that (this would also solve the problem of rotated prints and the print size changing (a kids print is smaller than an adults print most of the time)

    You off a Howler monkey during a test you just need to do your report (necropsy ect) and get another monkey

    Off a human during a test and you have
    1 a much larger report
    2 a very detailed autopsy
    3 a report to Legal to make sure your "assets" are covered
    4 a possible lawsuit from the next of kin
    5 it gets a bit harder to get more humans when you have a track record of offing your volunteers

    I think that most of the 50 states have solved the "non driving ID" thing in the same fashion

    1 id cards are almost the same as a drivers license but are marked "Identification card" and also have the text
    "Not For vehicle operation" on the back side

    2 to help solve another problem if you are below drinking age your card is portrait style and not landscape
    (and you have a red or yellow frame on your mugshot)

    and besides when it counts the folks that want to know can just scan the datablock and check

    and get banned from any and all stores for even trying this.

    How exactly are you going to buy 200 phones when most stores won't sell you more than say 6 without tripping fraud/dealer warnings??

    (and if you say i will just go from store to store: well the second RadioShack you hit will call their DM and then a DO NOT SELL order gets emailed out and i would bet that a phone call will be placed to the BestBuy in the area
    to get them to lock out also and the Officemax ect...)

    the trick is if somebody has a plan and wants to have a go at it they can (other than BP who would be on the hook anyway). You do the math and you decide to do it.

    The US needs to basically say "If you have the needed stuff and can give us a plan you get to keep any oil you recover" and then cut the spill area into grid squares and say okay you say you can clean XK gallons so you can use these grid squares and you have these squares ect.

    BP of course can buy the oil from the various folks at whatever price or maybe have their own folks scooping up oil.
