    Do you think the USN goes around broadcasting all it's "unusual events"? of course not

    Can you possibly fathom the subtle concept that the Navy finds valid security reasons or other, less-authentic excuses to suppress the information? but the accident reports have to be filed the existence of the reports is not

    Quick quiz: how many USN nuclear reactors are now on the bottom of the world's oceans? dunno but "lost source" means that the reactor is "intact" and may be functional

    If you can provide a .mil url listing actual reports of naval reactor accidents then i will concede the point otherwise .... (oh and btw basically zero includes this case http://www.arlingtoncemetery.net/rlmckinl.htm)

    2 ways this could be done
    both begin by dropping DRM and allowing down/up/sideways loading

    1 use the metadata to flag who and how much is to be paid
    2 have a Media Clearing House Network that you can pay say ??50 every quarter for the right to download whatever from where ever (bonus if the MCHN actually hosts content)

    Of course then the various Media companies would have to produce content thats worth paying for....

    Easy to fix

    1 use a Tyvex envelope: those things are legally impossible to open without destroying them

    2 have the postal clerk sign and datestamp the seal: any questions on the date of sealing track down the clerk
    bonus if the stamp is something offical

    if built and crewed correctly nuclear power is very safe

    in fact one organization has been using nuclear power for years and has basically ZERO accidents

    the problem is that just about any bolting scheme will fail due to the bolting frame getting ripped out of the street if something big enough goes BOOM.

    oh btw i think most manhole covers in major cities are bolted down for security reasons

    could you provide some sort of documents on vapor being recovered by a system that is provably 1 way??

    oh btw By Saint Adair please do not ever rely on the auto shutoff thing because it relies on several things to be correct including that you have the nozzle completely in the filling port.

    btw if you are clocking a gallon in like 10 seconds flat outbound you can't be allowing anything to be going back up the hose.

    the trick is within a given site it does not matter ~95% of the time if there is a time skew if The Whole Site is wrong by the same amount. So if the error is exactly 5 minutes 14.507693 seconds and the whole site has that same error then everything works out.

    In the other ~5% of the time having a few systems sync to say our friends tick|tock.unso.nay.mil (or another NTP server) sorts things out nicely.

    the trick is in the case of LEOs Ford probably figured out that

    1 folks that buy trucks by the truck load might qualify for a bit of a "bonus"
    2 they most likely wrote part of the devel time off on taxes
    3 if it gets them a 10% lower response time when they have to call the Police thats a good thing

    How many service stations have bennies for LEOs for similar reasons???

    each different version of Windows has a different SKU (hint its the UPC barcode or mapped to same)

    to create a rain/snow storm in a given area certain things have to happen

    lets say you need to roll 60 on a d100 to get rain and roll a 4 (on a d6) to get snow IF YOU ROLL RAIN

    just dartboarding a few factors you need to have
    greater than X% humidity (add 7 to your roll for every 10% above X)
    a cold front near by to generate the clouds (and provide for some winds) (add 2 for every 1.5 degree difference)
    enough seeds in the clouds to tilt things past the equalibrium
    a low enough temp that the water doesn't boil off (penalty of 1 on the d6 roll for every 20 degrees above 0C)

    now having a bunch of planes i would bet could 1 add to the "muck" in the air 2 twist the temps a bit 3 do a whole lot more than a butterfly in generating wind
