Bellevue, the large, prosperous, and SUV-filled suburb of Seattle, remains a haven of modem access! Most of Bellevue, including Chez Glomph, has no DSL, no Cable internet. Telocity, actually went so far as to wire my house (the technician here said the line was good to 416kbps), then decided that Bellevue sucked. Yeah, any place with some rich guy named Gates is a bit handicapped.... (Medina, WA being a de facto part of Bellevue).
NT and W2K are capable of being locked down fairly well. The problem is, doing this reduces the utility of the PC to boatanchor status, given the usage culture of Windoze borgslaves.
You can't install anything, frequently preferences and other settings cannot be saved, etc.
So what happens, is that people run it as Administrator, and the fun begins.

Frankly, NO. Proper administration of Linux requires the ability to understand C code, how it works, how it's built and installed. Not a super wizard, not somebody who could write a Linux device driver in one sitting, but you cannot get a meaningful Linux job just by knowing how to spell it, and maybe having gone through one or two RedHat installs. Does not distinguish you from the Button-clicking VB monkeys with Tear-off MSCE sheets....
Using a stupid email name like scumbucket is not a plus, either.

You could pick mass butchers like Hitler or Stalin, who qualify due to the sheer volume of their atrocities. Or you could go with the person who is identified with literally changing the way everyone thinks.
The guy earlier is right about Bohr. And Rutherford. And Pauli. And Oppenheimer. And Rabi. And a whole lot of other physicists in the first half of this century. Sorta sorry I missed it. But I got to study with a lot of guys who worked with the above. Hard to forget this legacy. Screw the politicians, movie stars, sports figures, and other 'leaders'.

FreeBSD is the most stable kernel on the planet!
The distro and environment are not that great, which is why I use slackware & Linux 2.0.3x to
run a major internet operation.
However-- check out this uptime for a BUSY FreeBSD box we have (we even moved it when we changed offices, kept it connected to its UPS in the car!)

For instance, Oracle, WINE, and many other glibc6
binaries. All crusing on my several dozen Slackware boxes... Yay Patrick Volkerding...
