Unfortunately we don't make life hard for the spammers.. expotential wait after sending the first 10 copies from the same IP within a certain timeframe could be an idea.. hit the spammers where it hurts, on the time they need to use to send their trash.
Let's face it, "the little people", the morons, the large majority of internet users are customers at some ISP. Would you want to give your money to an ISP that advertices SPAM FREE mail service? I know you probably run your own mailserver on your own domain.. your choice but you have the power to block whatever you want then and spam shouldn't be a problem for you..
...estimating and making a budget oftent takes longer and costs more, than solving the actual problem...

To check if there are any wireless networks around, you might have to wardrive the premises. An laptop, a WiFi card and network stumbler is all you need for a quick scan of the surroundings. Depending on the layout of the company, a GPS can be added to pinpoint a rouge accesspoint easier. Not strictly necesary though. Just take a walk around the building and you will see what pops up, some of it might be part of your wired network, bridged to wireless and left open to the world.
Sniffing traffic on an unauthorized part of the network is not dificult, snort or similar can do the trick. Fysically removing the AP is easier though... "Tom" will report to your office to get his router/bridge back..
"I" can't tell you where you are, but "They" can.. "They" as in your mobile phone carrier. If the the state (or the court) want's to know where you are or were on a specific date, it will just pull the logfiles from the phonecompany.. Where were you on the morning of september 11. 2001 is just a control question.. they already knows where you were..
Some mobile phonecarriers have had "treasure hunt" games, where you could win if you found a specific grid in town. Sending an sms would give you a clue and you would find the treasure if you were withing 10 meters and send an "I found it"-SMS..

I have yet to shift totally to digital. The combination of a good SLR (Nikon FE) and a filmscanner (Minolta Dual Scan III) is giving 10.8 MP quality.
The good thing with 35mm is that the medium carries the storrage in itself. With Digital you have to set aside HD/CD/DVD-space
