It took a few times, but when I bug my Pennsylvania Reps and Senators, I eventually get an actual response and the normal form emails. Obviously it's from a staffer running off bullet points, but they did actually reference specific things I mentioned in my email(s). Must be a persistence thing.

I'd say that the difference is that the artists don't have to sign with GEMA. It would be harder on the artists, probably, but GEMA is not kidnapping them and making them work for nothing.
