I don't think that guy would be risking even being around an area thats populated enuf to have internet access let alone be logging on himself.
My bet is he is in some remote place using SNEAKER-NET with many relays each not knowing anything about the hops before or after their own relay to get info in and out.
You can't go down to the local internet-cafe being one of the most wanted and recognizable men in the world and expect some program like TOR to protect you.
I understand he had to keep logging on to give the hunters at least some hints...
But
Things would have been 100 times simpler if he just didn't have a laptop or used his ATM cards. If he just pulled out all his cash,smashed the laptops and hit the road no one would be even able to tell what state he is in. He would have been able to go to where ever and make new real life friends. Every lead the hunters got was from weblogs and social networking posts.
If your addicted to the internet then ya... you can't hide forever. But if your a normal person with half a brain and CASH you can very easily get lost in the noise.

You cant have a big city wide open wifi with no authentication and expect no one to misuse it. They are opening up the town/tax payers to a big liability.
What was their plan if some users started downloading/uploading child porn? What about people setting up warez bittorrent nodes? NAT with one outside IP? What happens when some troll gets that IP blacklisted all over the place?
They should have spun the wifi system off as a non-for profit organization and just charge users a small fee for access...
If you have transmission lines running from point A to point B then why cant you just string a data line right below the transmission lines? You already own the right of way. You already have the towers/pole line ran. Compared to the cost of a big high tension line the cost of a little data line would be nothing.

Odometer check? -Unhook speedo cable or magnetic pickup. Ill just use my GPS-Nav unit to tell me my speed. -Swap dash clusters -Bribe the meter readers. etc...

Why? Because of the counter productive EPA and crash test regulations. Every year they get tighter and tighter just to justify their budgets. (Look! We are doing something!). The automakers have to sacrifice fuel consumption(more oil used, more crap in the air) and power just to hit these EPA emissions. That is why there is no 60MPG Fiesta anymore. It would never pass smog.
For ford to bring that car here it would cost them more to make to US spec and it would end up getting less MPG. Just look at the new VW's. Wow 50MPG. In the EU they get at least 10 more MPG and do not need some super fancy,costly catalytic converter. They have had 50MPG+ diesels there for years.
So what? There is also less mercury in a CFL then in an old thermostat.
But the chance of braking open a watch battery or thermostat with normal day to day activity is slim to none.
Kids, dogs, drunk people,etc knock lamps over all the time... But, its kinda rare for them to smash open a watch battery with hammer and then sniff the stuff thats inside...unless they are in to that sort of thing.
