Secondly, and more importantly, there are many public places where an expectation of privacy is reasonable. Examples include but are not limited to: public washrooms, examination rooms at public health clinics and changing rooms at public pools.
Lastly, "rules are reality" are the laws of physics which don't apply to this conversation. What you are talking about are the rules of society, these can and do change. If people don't like them it is their right to protest and let their representatives know.
