in my experience, it's less about 'them' deciding to show themselves, and more about us choosing to evolve and see what's right in front of us. we're all being asked in every moment, but we need to listen for it. (and yes, im perfectly aware how absurd this may sound to many people. i'm not concerned with trying to convince anyone of anything.)
intelligent non-human life is most likely everywhere around us, but beyond the perceptual capacities of the vast majority of humans. Goldfish don't see you walking by their bowl, they just see a flash of light (and maybe color?) and fit it into the only perceptual framework they can grasp. Every species on the planet does this on a continuum of consciousness.. perceiving the less sentient, but blind to the nature of the more advanced. to think that we humans are conveniently at the very top of this continuum is both height of hubris, as well as statistically unlikely.
i understand your desire to find a positive spin on things, but (and i mean this genuinely in as friendly way as possible), you have the wool pulled so far over your eyes that you are incapable of seeing a 'hidden agenda', even when it is screaming with a blowhorn in your face. (the fact that you can refer to the NYT and BBC as even '(generally) unbiased' speaks volumes.) i know this sounds like i'm razzing on you, but i sincerely am not, just trying to speak the truth.
unfortunately, you will probably still think i'm a troll, telling you to 'wake up' and calling you a 'sheeple'. i sort of am, but with one difference. i offer a very addressable challenge -read Zinn's 'History of the United States' (you can read it for free online @ www.historyisaweapon.com) and then revisit this exchange. the warning being, there's more than a little of the 'the red pill' in it.

i saw articles from last march describing the proposal, but didn't see anything specifically speaking about it passing and going into effect. can you share these? thanks
i think it's that the guy blew up his stove and the explosion sent him hurtling upward(?) if so, it's tough for a nerd site. the physics of that would be sufficiently dubious as to prevent the joke from being 'got'.
before one gets to embroiled in the minutia of trying to angle for the best spot, or 'fix' the system by devising a better sorting algorithm, it makes sense to step back and think clearly what one's intentions and expectations of the whole college experience are.
with the ratio of average-college-cost/anticipated-post-graduation-employment-opportunities skyrocketing, it's understandable that the first reaction people have is to panic and fret about ways to maximize their placement within the college apparatus... attempting to position themselves as close to the front of the queue as possible. but for many people, when they do an honest cost/benefit analysis, it's very likely that many of the schools that are being fretted over vis-a-vis their application processes are the same ones that are dangling the most ephemeral carrot in front of all prospective attendees.
been many years since i read CC, but i remember devouring all his books.

they won't need a separate cover story for a plane hitting next door when they decide to take it down.
you're not describing their reason(s).. you're describing their cover story.
if you think it's going PPV, you fundamentally misunderstand the role of 'circus' in 'bread and circus'.
