I would tend to think that there wouldn't be a DMCA violation since Apple owns the protection and the Feds aren't asking for the code to do it, just asking Apple to do it. Since everything would nominally stay in-house, DMCA wouldn't apply. CFAA likewise wouldn't be involved because the target device is considered evidence and writs/warrants "authorize" the company to access the device. IANAL, YMMV, consult your physician before taking.

The FBI gives fuck-all about the phone; they want to be able to use the All-Writs Act to compel private companies to do LE/intelligence work, e.g. DHS doesn't like "right-wing extremism," so the Feds get a judge to compel Facebook to compile a list of people with a Gadsden Flag as their profile pic. Or compelling Microsoft to activate all the microphones on Xboxes people on a target list to listen on their conversations. Amazon to fork over everyone who searches/purchases ammunition reloading equipment. The list is limited only by the imagination of the people who want the data without all that pesky 4A nonsense.
Congresswoman Mia Love is trying to do something similar. Her bill basically says that bills can only be on one subject and "poison pills" can't be entered (i.e. no gun banning attached to a budget to hold it hostage). It has no chance of actually becoming law, of course, but it's still nice to see.
I'm curious to see the Environmental Impact statement from this project. The Greens in California would be howling over "delicate habitats" if this were tried here. But hey, it's not in one of their playgrounds, so, as Kos says, "screw 'em."
