Rogers has not introduced monthly caps. Not yet at least. I expect them to be put in sometime over this summer but they must announce the change at least 30 days in advance (CRTC thing). They will most likely be exactly the same as Sympatico's caps.
Sympatico's caps are 5 gig/month for the standard service. Not that 5 gigs is much better than 3.
There are a few other cable companies. Only 1 in your neighbourhood (or anyone else's), but Rogers is not the only cable company in Canada. Others include Shaw, Videotron, and Cogeco.
If you can get DSL, there are probably alternative DSL ISPs that offer service in your area. dslreports.com has quite a few listed. Many of these do not have monthly caps (yet).
A lot of adults know a lot less about the web than kids. They think of the web as a scary, scary place that can make their computer break somehow. Plus it has porn.
If you are a manufacturer or importer, you can avoid the levy entirely on your products as long as you record some sound on the media before you sell it. The sound recorded on the media can even be erased. Clearly this is not an option for CD-Rs, but for devices that include a hard drive, simply recording a sound on the drive and then erasing it exempts the drive from the levy.
So the company can put the sound on the drive, erase the sound, and avoid the levy.
Doesn't work with CDRs, but it could work with CDRWs.

Pay phone calls where I live actually are 25 cents. I live in Ontario. I believe Bell's rates are regulated by the CRTC and are stuck at 25 cents.
