The FCC did study it. They went through a years long regulatory process, consulted the engineers and everything. The broadcast industry bought a bill to overrule the FCC on a technical decision, which is highly unusual.

The original bill didn't include a study at all, but as pressure grew and it became apparent what the broadcast industry and got some press the study bit was put in.

Its not clear whether this will result in lots new stations being licensed, as there's plenty of bureaucratic process to abuse. Heck, the industry just might buy another bill.

Indymedia has been doing this kind of stuff for years. Its a network of websites where people upload multimedia news content. It started off as an event based thing around protests (Seattle '99) but has grown into a network of over 100 sites worldwide, that try to provide community news coverage on an ongoing basis.

For most of the coverage is not done live, ie people take pictures, video, etc and then go back home or to a community media center and then upload it. There have been a wide variety of live wireless strategies used including:

    - internet radio stream with live callins via cellphone (most popular)
    - phone cams
    - sms gateway
    - onsite kiosk provided via 3G phone, for picture upload, live chat
    - live 802.11b video streaming

Since Seattle '99 thousands of a/v clips, tens of thousands of photos and hundreds of thousands of text articles have been contributed to this collaborative news platform.

We've done some stuff with syndication of our content but the protocols don't exist yet to fully exchange multimedia content.

One thing that I think Indymedia has that blog culture doesn't is that its not "just a website". The websites function to allow anyone to participate but that's generally not thought to be sufficient. Each of the 100+ nodes in the network has a group of people that work to cultivate a liberated media space by doing things like provide training on how to do multimedia and reporting, holds film showings, provides technical support, publish newspapers, etc.

    I work with DC Indymedia.

Ricochet ran a well regarded service over 900mhz. They claimed 1 mile range from base stations, w/o line of site. So it is certainly possible to build a reliable service.

Urban environments have a fair amount of 900mhz interference, in a rural setting you are probably much better off. Heck, w/ all the 2.4ghz phones being sold I wonder if 900mhz is clearing up some.

There's a whole lot of cheap equipment around. I got 3 900mhz DEC Roamabout pcmcia nics for $12 (inc shipping). They are 2mbit and the linux driver worked perfectly.

Many houses have old directional antennas for UHF TV that aren't used anymore because of cable / satellite. I've found a fair amount of these range up to 900mhz. So maybe you've already got an installed antenna and cable run in your house. If not you probably know someone who has one they aren't using or can pick one up for cheap.

Of course if you violate copyright law you risk serious consequences. That was not the point you were making earlier. You maintained that one risked serious consequences, including arrest, whether using BT with legitimate material or not.

Universities may well ban BT as a bandwidth hog. But they will not expell someone for sharing legitimate content. They would treat that person under their policy for bandwidth hogs which would probably be loss of computing privileges. If you can cite a case that says different I'd be interested.

No university would expell someone for sharing legitimate content with BT. There would be a process and some other punishment (loss of computing privileges prolly) before resorting to expelling.

Why not just publish an rss feed of the content in the channel with links or enclosures as magnet://, ed2k://, freenet, sig2dat://, torrent, etc. Then you just add the download option to anyone's choice of rss newsreaders.

I think the concept of a prefetch channel idea applied to p2p is a good one but as p2p evolves this person's implementation may or may not keep up. The rss idea uses existing standards and existing p2p networks yet it can also adapt as new p2p networks develop.
