It's a continuum - i don't expect to fully define the system before beginning, but having requirements change every damn day makes it impossible to work.

Big deal. It has 12 instructions, is ~2mm^2, and consumes 267mW. This looks more like research than something that you would use for real work.

Since you base your claim on the cost being dominated by digging costs, I'd say that they cost the same - 2% or something. The problem is that the equipment is fairly expensive, fiber is touchy to deal with, and you probably won't need fiber to the home, ever.
