It makes you wonder if that for the states that don't want any involvement in the SST Project, whether they care that they are losing tax money for purchases in their state (regardless of how its collected). I would think that the money that states collect via the standard sales tax, goes quite a long way for the benefit of the state, and when you consider the fact that the number of people purchasing online is growing with each year, thats money being lost (or not collected I should say)... what does it take?
I'm certainly not complaining about not paying the tax, but you would think the states would CARE about losing that money..
To counter your good experience in Mexico, I had a friend who got hurt in Cancun Mexico this past summer. He got a couple of cheap stitches to stop the bleeding, and a shot of some pain-killer (that he said didn't work anyway) for $450 CASH. He got told that for $25 more, he can be assured he got a clean needle for the shot.
Real care? I dunno, guess its a matter of opinion, but I like to know that if I'm getting a shot, I'm getting a clean needle...
My opinion for what its worth is that you'll have a hard time meeting all those requirements perfectly in one product. You usually have to do a trade-off because some systems are more scalable, but may not provide great webmail, while others may not manage free accounts as well as others but might have a great webmail interface. I think you have to get some real requirements as to what are the most important requirements for the email system, and meet them instead of looking for the perfect product, I doubt that you'll find it...
It'll be interesting to read the exact wording on this bill since the article isn't real specific. I mean, Antivirus software is software that runs on a PC and spies on what someone is doing, although the AV software is there to help instead of hinder. Granted, the user installs it, but it receives updates via the internet.....

This same COO had his email account hacked because of a poor password and blamed IT for not having enough controls in place.

I know for a fact that our local telco over-provisions the available capacity, assuming that not everyone is going to be on at the same time. Thats just plain wrong... years ago that may have been true and an acceptable way to provision service, but not now.
Our telco even changed their terminology to be "achieve speeds up to 1.5MB".. I've measured mine, and its nowhere near that..
