For the vast majority of parts in a smartphone that is totally impractical, that's why nobody does it.
Except for the parts people do repair/replace in smartphones (the battery and screen) which at least the latter Apple has repeatedly demonstrated a desire to block 3rd party repair. But the fact is that this behavior also extends to Apple laptops and desktops where they try, as much as possible, to integrate as many components into one board and then require authorized dealers to ship whole components (so CPU, RAM, and storage if there's a motherboard problem) first before getting replacement to remove the risk of any possible repaired components circulating outside their control.
So, when "vintage" time comes, there aren't a lot of after market stuff except from salvaged systems or 3rd party components. That's, of course, Apple's right. It's just obviously sucky behavior to control and corner the market as much as possible on stuff that, until this announcement, they absolutely refused to do anything about except sell you a newer model. Can you imagine if most other PC repair shops were under all the constraints I mentioned? Is it any wonder that Apple is the biggest target of 3rd party "knock-off" components, given there's basically no "official" new components in the wild?
For example, have you ever seen the Motherboard for the MacBook Air? Without oodles and gobs of custom silicon, that product would NEVER have existed!
If Apple wanted to not suck, they'd not have the ability to repair "vintage"* devices hinging entirely on if they still have old stock of components and make them available to their authorized repair shops. They'd just give out the specs on the device so that anyone could repair, clone, etc defective parts.

That's very annoying. I develop some weather & astronomy apps and I go out of my way to support devices as far back as possible, even keeping them updated with new features. I had managed to keep iOS 6 compatibility until this June, and now I am still releasing iOS 7 compatible updates, until Apple makes that impossible as well.

I was never actually *mad* about it, to be honest... I felt just mostly disillusioned, to be perfectly frank. This happened to me within the last couple of months before my Applecare was actually about to expire, and I wanted to get one final thing addressed with the wifi adapter that had been bugging me already for some weeks prior, originally anticipating I might be able to get the work done for free when was told I would have to pay.
Understood. Kind of like the broken keycaps on my 2012 MBP (my fault. Dropped something heavy I was holding onto my keyboard, cracking a couple of keytops. Keyboard still works fine, but if I ever want to sell that laptop...). It is about to go on "Vintage" status (which means Apple would normally refuse to repair it. But they have given it a temporary reprieve, it seems).
But I still would have been pretty upset if I were you...
I hope, however, that this has restored some faith back; since it was OBVIOUSLY some bastard (that I hope eventually got fired!!!) that just wanted to "deny" you, rather than a heartless, greedy Corporate Policy...

It does the cross-compiling ONCE, then, on subsequent Runs, just pulls up the Cached, already-cross-compiled code blocks.
