the bit output you get from jpeg coding is pretty noisy, so you're lucky if you get any compression at all from huffman. 1%-2% is typical.
mpeg is huffman encoded too, and it also does not compress very well. (again, 1%-2%)
i'm guessing they did something more than just replace the compression with 'one of the more efficient compression algorithms'. because thats already been done, and nobody got much better than huffman (which is why huffman is used).
it's more likely they analyze and process the jpeg data in a special way which leads it to be more easily compressed. knowing the specific type of data you are compressing, you can tune your coder to specifically handle it (vs huffman, which is applied in a generic way to the raw jpeg/mpeg bitstream).
...its IP status is currently ambiguous. jpeg2000 is currently being attacked by some patent holders and until it's all settled nobody is going to touch it.
the fees alone _are_ sufficient to pay for the costs. existing city networks are proof of this.
the problem is monopolies like bellsouth have zero motivation to deploy. there is no competition period, bellsouth is used to enormous profit margins, and thus have little incentive to deploy services at competetive rates.
so when someone comes in offering to provide a service they _refuse_ to provide, they whine.

compare it to the cost of other series, such as DS9 or TNG which run nearly $200 a season. it's a good deal in that respect.
