Linux? You should try it on a Solaris 8 box. I wouldn't call it random cause it is 100% reliable when it decides it doesn't like a page, but I have yet to determine what about the pages crash it.

You can make it so that only GNOME + Evolution + their dependencies are upgraded, but if Ubuntu is doing the same library transition Debian is in right now you are going to get most of unstable right now anyway.

Personally my job does not include keeping track of licensing, that is my boss's job. My boss gets the requests, signs off on them, and gives me the work orders. Unless I am given evidence otherwise I just assume my boss actually checked the licenses. I have had to return a few that request some software which is only free for personal use though.
I can also recommend bibtex. Generally comes with LaTeX and is probably what your KDE program is doing anyway. LaTeX and bibtex can be done with any text editor. I recommend vim for a console editor and Nedit for a graphical one, both do syntax highlighting on LaTeX.
