If you do not accept the GPL you are bound by copyright law, no EULAs no TOS no contracts, plain old Copyright law. Since no license has been granted to you for distribution you cannot legally make copies of the software to sell or even give away, you might be also restricted from modifying the software. On the other hand you may use the software as you please, even for purposes contrary to the ideals of Free Software, as long as you do not distribute it.
For the FSF the right to use a program for any purpose in any manner you like is the zeroth right, the most fundamental.
The GPL while saying nothing about how you may use the program grants you certain rights to modify and distribute software under certain conditions.
It is very odd that many GPLd programs under MS Windows force the user to agree to the GPL during installation, probably using a template on the installer where an EULA or disclaimer of warranty should be. This creates the mistaken notion on some people that the GPL does indeed pose restrictions on the installation and/or use of the software.
While awkward to pronounce, calling the OS GNU/Linux creates a way to diferentiate the kernel from the OS. I'll be the first to admit that GNU/Linux is a toungue-twister but it helps avoid confusion.

I just recently did this when my brother asked for a site, he was running for president of a vasrity association, I used a basic bluerobot.com 3 column css design and did the whole thing in raw html and css. It drove me nuts when he requested extra pages and I had to modify every page's navigation bar. What I did was install php cg in my WinXP machine and use simple includes, in the form

If you want your site to be XHTML you will have to disable the short tags in the php.ini configuration file (I don'remember exactly how at the moment), otherwise the php parser will go nut with the xml tags.
the site's draft will be up for a few days at this very linkrottable place. It was a quick and dirty job but it looked quite nice and most of the pages were XHTML 1.1 standards compliant.

So, in conclusion, if you have a win machine get yourself a copy of html-kit, and topstyle (free beer both) and install php cgi but don't configure it for any server, create php files and run the command line: c:\path\to\php.exe c:\path\to\phpfile.php > c:\path\to\resultingfile.html. I had a batch file that did this for all the files in the site. Then upload the html files. All the php parsing is done on your computer so you will be uploading plain html.

It burns DVDs and CD-R/RW and has evolved quite a bit since the last time I used it, no weird configurations or root privileges required
in mandrake type as root: urpmi k3b
A less elegant alternative would be to use one of the seveal multimedia oriented linux distributions. Geexbox is about 4 megs and intended to be included in the media containing the multimeida files.
Granted it takes more than 8 sec to boot but it has 0 cost and can be used on any moderately standard x86 hardware
This is truly a great chance to let users of other OSs take linux for a ride, especially since Mandrake is quite user-friendly. If a user decides to install Linux on the HD, mandrake is quite newbie-friendly, pity that the current version seems to have quirky HD installer.

Yes, you could argue that you need a machine with at least 64Mb of RAM, but as long as you have that in a machine with a DVD it can boot from, you can use GeexBox.
In Fact Movix is too big to fit with other media on a CD so it expects that you will eject the disc and put something into it.
Geexbox can, it requires only 4Mb of diskspace so you copy your movies/music to a folder(1) and run a batch file(2) and end up with an iso image you can burn with Nero(3) or something like that.
Linux tranlation: 1-directory | 2-Bash script | (3) k3b/xcdroast/cdrecord in decreasing geekness.
