This has less to do with Net neutrality and more to do with not spoofing (fraudulent) packets. You can still shape traffic, you just can't fraudulently send packets to people.
I switched to a full OS X user (same speed as windows) with in 3 months. In fact having to hit ctrl-F2 to get to the menubar without using the mouse is more of a failure then having 10x30 pixel buttons. One thing that windows has gotten right is the accelerator keys so I don't even need accuracy with the mouse. I really wish there was an easy way to operate the menubar without using the mouse.
Actually, this tells me that corruption is tolerated. I'm betting Cisco failed to grease palms and they are paying for it now. The only reason you need such a wide scale operation means that someone with power is pissed off. Big companies that refuse to pay bribes are having trouble doing business in 3rd world nations because the smaller companies are more likely to pay the bribes needed to move projects along.
I don't see how this is related to the Executive branch at all so why is congress not a neutral party? Congress doesn't even need to bring the executive branch into this issue.
I don't see how there is any confusion or even a leg to stand on here. If what they did was illegal, it's illegal despite what anyone in the executive branch says. Congress should just ignore the smokescreen of bringing the executive branch into this issue and concentrate on compelling the telcos to testify or be punished. And then follow up with punishing them when it turns out they broke the law.
