While we may hate them for it, they were legally awarded the patent and they offer licenses to use it.. I don't see that as abuse as that is how the patent process should work.
No 'design' work needed really. All they have to do is drop installers for firefox/etc on the desktop. If you cant get online to download them, you most likely don't need a browser anyway.
Stick a full VM into the browser. Problem solved. Except of course for the huge resources needed to view even the simplest of pages.
The entire push over the last few years to transferring processing load back onto the client is the wrong direction in my opinion, and the browser should remain a THIN client like the original intent. Keeping it a thin client by nature would be secure.
Technically in most states anything you purchase in another state and bring home is subject to your state's taxes too. So really this is already in place.

In my view of the world, microcode does not qualify as true hardware.
MicroCODE qualifies as software. Sure its really really really low level ( i have done my share of microcoding on dec processors ), but its still software.

Its not true hardware, the FPGA is processing a really low level application, technically.
Until you put it into silicon its not really hardware.
But it is pretty damned close to hardware and still really cool, and a good example of the power of programmable logic.
