Power button overloading is solved by something called "discrete codes". These are basically separate on and off signals that work regardless of the current state of the device. Most devices have them, but they're hidden, in the sense that they're not included on the factory remote. You can usually find these discrete codes on the internet.
Another line of remotes that do exactly what you're asking for is the Phillips Pronto line.
Check out http://www.remotecentral.com/ for more info on all kinds of programmable remotes.
I have, and the NPC conversations boil down into two categories:
- quest starting conversations that are 100% scripted with no AI involved
- random, AI initiated conversations. These generally go along the lines of:
NPC1: "The fighter's guild is looking for new recruits."
NPC2: "I heard that if someone wanted work, the fighter's guild would be a good place to start."

corrected below...
web != internet. There was plenty of porn on usenet long before there were web browsers. And there was ASCII-art porn before that.
He built C3PO from spare parts he found lying around. Protocol droid parts are what he found.

If we (the US) can't get our way via lawyers, isn't it standard operating procedure to bomb them into submission? :)
Did you know that Hydrogen Di-Oxide is...
H02? Perhaps you meant Dihydrogen Monoxide (H20).
You mean this?
All that you need to protect yourself against this weapon is a tin foil suit.

How about just the hat?
