    What you fail to mention is that the people on the bottom aren't being screwed out of anything! The worst case scenario is that they lose their initial investment of time, as long as they choose to complete one of the free offers.

    Can anyone enlighten me as to the benefit of phishing for EBay accounts? Assuming the ultimate goal is profit, what can the attacker really do with one, as long as the EBay account information isn't the same as the Paypal?

    And imagine all the energy wasted by deceleration/acceleration of the vehicles you are targeting...not to mention wear and tear on said vehicles. Probably not even close to making it worthwhile.
