It not that Microsoft is saying "We will only allow you to ship system that have a Microsoft OS" they are simply saying "It occurs to us that our install base consists of 90% of the world, and less than 90% of your systems are going out with our OS, so the remainder must be stealing our OS, so please stop shipping systems without any sort of OS because it will cut down on Piracy and less piracy means less price gauging by us." back in the dark ages when all you had was perl, it was better than nothing. Now that you have real programing languages and tools such as.Net, Visual Basic, J++, and other things that microsoft may not have created, but certinly standardized such as HTML, XML, C++, and so on, perl is of little use to the modern programmer.
