As in any project you must do the background and develop a basic functioning program first to attract contributors to your project. Then your development costs start to go down as the popularity of your project increases. Now you have a community that depends on your software so start providing them with whatever value added products you can think of. Maybe a plugin architecture and sell subscriptions to your best work. Use your imagination, that's how Open Source will thrive.

Is it's own code that runs reliably on it's own operating system, then it can start looking to running other OS's code.
