I don't think HP legally can do it under antimonopoly laws: you can't sell your goods only to selected companies - you MUST sell it to everyone who will pay listed price.

Here is a way to do it fast: Just redirected all http requests to your own intranet page with BIG FLASHING banner, asking to greet us with sysadmin day and add such line to every incoming email..
I'm sure that soon everyone will notice your existence:) Otherwise unplug from network users who did not greet you well...
If they'll enforce broadcast flag under FCC rules, then it will create a good opportunity to ads-free recording: you just have to reverse firmware in your recorder to store programs WITH broadcast flag...So all ads will be skipped hehe:)
