According to a special I saw on TV about Wal-Mart, they even use the weather forcast to predict what a store needs in its inventory. If a hurricane is coming to an area they will ship extra poptarts because apparently that's what people buy to prepare.
Actually there are tons of third party pay phone providers out there. They're called cocots. They're easy to spot because they have odd business names on them and not Verizon/ATT/Sprint/ect.
So while ATT may be pulling out their pay phones, others will still exist.

Silly Argentina. You can't just start out logging everything. Start off slow by relaxing the laws a little to combat something, lets say child porn. Wait a few years, add a couple laws for terrorism and walla, you can do whatever you want.
