WMA7 was a joke, sure, but WMA9 *is* very nice. Granted, you can't play it on anything but windows, but it sounds damn good even at 128kbps. I do need to spend more time with it on "tough" material (orchestral, opera, etc.).
I've also been playing with their latest video codec at HD resolutions, and frankly, it's wiping DIVX and XVID's butt at everything except encoding speed. Damn, they've actually done something almost right (the encoder app sucks, however).

The DCMA later extended this protection to _any_ digital content.
Yes, never mind that anyone with suitable off-the-shelf hardware can receive the data stream, and never mind that with sufficient cleverness the data-stream can be reverse engineered and decrypted. It's illegal because the satellite and cable companies were successful in lobbying Congress.
IMO, there is little difference between Skylarov and these guys. Both were decrypting digital content, both had a profit motive. Both were indicted under a flawed law. However Skylarov supposedly followed all the "proper" reverse-engineering protocols. These guys hacked around with access cards until they found a way to fool it into returning the correct decryption key.
My MSN page looks exactly like that using IE6 and WebWasher. I have WebWasher configured to change the user-agent string to "Webwasher! Surfing advertisement free since 2001."

A side of beef needs to hang in the cooler for a few weeks for enzymes in the meat to do their magic -- breaking down tough fibres and the like. Generally it is hung as a whole side. It doesn't taste right and it's tough if this isn't done. It your roast or steak tastes liver-ish it didn't age long enough. The best beef hangs the longest (up to 4 weeks for Certified Angus Beef).

In the late 90's there were 3 major SpeechWreck vendors: IBM, Lernout & Hauspie and Dragon Systems.
Microsoft poured a bunch of cash into L&H.
L&H eliminated some competition by purchasing Dragon.
L&H did some highly irregular accounting tricks, got themselves thrown in jail, and took their comapny down with them.
End result: There is only really one speech recognition vendor at this time, IBM, and they are just useless at marketing consumer products.
Keep an eye on Phillips. They are currently spending big bucks developing their Speech Magic engine.
Your other option is to find a copy of Dragon Mobile. Record an audio file on your mobile, then have it recognized on your PC.
WB East and West feeds are FTA MPEG-DVB on Galaxy 11, C-Band.
UPN MPEG-DVB feeds used to be on Telstar 5, also C-Band, but I think they've moved recently.
