Does Joe User who logs on to Chat know a lot about computers? Most likely not. Hence why they use Windows, because it is much more prevalent and user-friendly.
Now if the problems were caused by all the Windows sysadmins running stupid attachments, it'd be one thing. But that's not the case in general.
If you're going to make a "Windows sucks, Linux users rule" comparison, at least have some validity behind your comparisons. This isn't a flame, this is just common sense.

Good plan. So basically the plan for spammers for that line of logic should be:
1. Spam people relentlessly. 2. Dodge lawsuits. 3. Profit, profit, profit! 4. Retire. 5. Expect pats on back for "repenting" -- while still keeping all the millions you made at the time & expense at others.
Anyone remember this excellent show on HBO? They had this great skit on one episode called The Devastator... "Ride it... it's Soul Shattering!"... then it segues into a News segment on the rising death toll from the rollercoaster. It's great.
The best part is where the ad is lauding how cool the ride is, "including a full two minutes underwater!"
How would this change the current state of affairs? A big part of the spam problem seems to currently be Asian computers which have not been properly upgraded are used to forward forged emails on to their intended targets.
So how will this tax change things? Not only will spammers still send email out, but now the people whose address they fake will be charged for it?
If you intend on charging based on who sends it, then good luck. That falls into the whole International Law thing. If you cannot force the people to upgrade now, it seems unlikely you'll be able to enforce this in areas we do not have jurisdiction.

I think it would be much better to say "Hey, maybe *I* should learn to use my computer."

Do you think it is possible that people could eventually learn to use the word to mean someone who has a desire to learn as much as they can about everything (technology, etc)? Or do you think the media has put their spin on things so much that people will never be able to separate the negative from the positive on this?
Just because you work for a large company doesn't mean you necessarily live out a Dilbert-esque experience... even if you work in the tech industry.
True, I did experience Dilbert-like moments on panic when I worked for a very large CPU manufacturer that will remain Penti--er, nameless.
But I work at a very large software company now and am relatively Dilbert free. It's not the size of the company that matters, it's how they treat you.
Its even better here in WA -- $500 per piece of spam if your email has been registered with the state if they break certain rules (I.E. Do not honor Opt Outs, forge headers, etc).
