If I recall correctly smart card tech is worth ~$4BN year in sales although a lot of that is security systems for buildings etc. My Platinum Visa card has a chip so does my Mondex card although I still have to punch in numbers manually into the office security system at the moment.

Alcatel have not given approval for the driver to be released, for the last 6 months or so they have been blocking its release.
I was a trialist for BTs ADSL for the last 2 years, in the beginning we had 2Mbps for £30 (~$45) / month, and everything worked fairly well, then about a year ago they completely screwed the system and uped the price while decreasing the bandwidth to 0.5Mbps, and its been flakey ever since. Heres a quick run down of the isssues -
a) Bad hardware, BTs wholesale division, BT-Ignite chose to use the Alcatel USB SpeedTouch modem for its Home ADSL service. unfortunately the modem can draw more than the USB speced 500mA current, some machines will shut the USB port down when it draws too much current, this is a serious problem.
b) Bad drivers, the SpeedTouch drivers for Win98 are not MS approved / digitally signed, this is due to the fact that they do not handle power management correctly, power management cannot be used under Win98 / Win2K with the current drivers. Also they will not handle dual processor configurations under Win2K so you have to go back to the single processor HAL, and Win ME craps out on shutdown due to the drivers. There are no Linux drivers, nor are there Mac / BeOS / BSD etx drivers either.
c) Bad network, flakey exchanges, old copper (more than 40% of BTs copper is unusable for DSL) and ping spikes in the ATM network are all causing users much grief.
Also on the BTOPenworld ISP service there are issues with flakey RADIUS servers adn a transparent web cache that delivers a hlarge percentage of stale objects and slows the users down to a web service thats no better than a dial up. After spending 2 years as a trialist trying to get BT to provide a decent level of service its now got to the point that everyone from ISPs to end users are starting to form a legal action group as OFTEL and our government have done nothing to prevent BT from deploying a service they know to not be up to the legal standards of "merchantible quality" and "fit for purpose", I am persoanlly very sad that its come to this, but what must be done will be done.
