What the hell is French culture? You're in Canada, there's one culture and it's called canadian culture, just like there's american culture one country south. It doesn't matter what language the culture uses - we don't distinguish our english (dominant) bits from the other stuff - it's all stuck together.

    a) The high-level design is flawed in their eyes, but they never bothered to tell anybody when they were asked.

As a coder, I find that I tend to not criticize a design because the people in charge didn't listen the last time. If I make a valid suggestion and it's just ignored, I won't spend as much time on critique the next time.

    b) The don't like one or two technical decisions. This demotivates them.

Depends on the decision, I suppose. I can deal with a wart or two, but fundamental problems need to be addressed, or at least acknowledged.

When you reach implementation phase, they hate to read documentation of the design or underlying frameworks, which results in duplication of framework functions. They work that way because they like to code, but hate to read specs., framework documentation, or the design.

Sometimes the design is shaky or incomplete and the PM isn't responsive, so I do something just to get moving. Progressive design addresses some of this by unearthing the shaky parts as part of the process and refine it in the next iteration.
