Second: This is very old news. This quick-boot "technique" (aka horrible hack). Exists for a long time now.
Besides: If I wanted to boot fast, I'd do it right, and use hibernation for the power button and long times of inactivity, and sleep for short times. With an optional real reboot (in case of kernel updates) between pressing the power button and going to hibernate (after being booted up again).

What do you think would happen, if the USA came to Iran, offering them huge school and economy development support? Either their government would accept, or the riots would start, until they would accept. (If not, offer even more of what they want.)
You could open businesses there, and would have won a new ally. Look at how china made it back in the middle ages. Huge army. Huge gifts. Little cost. The only thing you would have to do, is to accept the views of the Iranian people. Tell them that you will respect their religion and traditions (and do so). Then they will oppose their government, when it still tries to fight their once enemies to stay in power.

The above tactic is exactly how I deal with the average grunt/bully at a club or job. I start to play like they play. But I do not take it serious. I have fun on it, and drag them into it. They can't fight it. They start to like you and accept you in their world, (because you're cool, because you seem to be just as cool as they wanted to act in that situation?)
Of course, if you're evil, you can then strike them the hardest. But usually they are really nice people after this. So there's no reason anymore.

The vast majority will look on gamecopyworld.com, pirate bay, astalavista.box.sk or some P2P search, and need a whole minute, to find that simpler exploit. Just as with (nearly?) every software they have installed.

It is always coming from countries, that themselves have a historical grudge against them, hoard (one of) the largest collection(s) of chemical, biological and not only possible but real nuclear weapons. And they actually used them on foreign countries.

So to jump to the end: It's the crazy bullies in power, that want to stop the rising crazy bullies from taking their power away.

It's really easy. Adblock Plus already has the remote-update code. We just have to mix it with the script-filtering of NoScript and create a new whitelist, stored on a server, and managed via Trac.
Maybe if you would actually know how to keep your baby from having so much psychological pain or having an helicobacter infection, that it cries all day long, you would not have to drink so much beer that it gets even worse.
