    You can't argue and say

    I wasn't - I was saying the store isn't guilty of false arrest (a very serious crime). It is clear they were wasting the police officer's time.

    The manager isn't guilty of false arrest - he didn't arrest the customer. He called the police and the police decided to arrest the customer.

    Not totally true. Look at April's wild list. Form.A is on the list and has existed for over 10 years.

    They don't generally stop improper behavior by all possibly-hostile content

    Because behavior blocking doesn't work. It is difficult to distinguish between malicious behavior and things that users want and need to do. Too many false alarms => software disabled.

    That already happens. Get modded down 5 times in 24 hours and your username and IP address are banned from posting for 5 days. (Exact values may have changed).

    You can also get into a state where a named account can post, but anonymous posting is banned.

    I heard all this second hand ... I've never experienced it myself ... honest ;-)
