er... DivX is proprietary... I don't see anywhere on divx.com the source code available, for free or for purchase... They've got tools that will allow you to encode media with neat features and all, and other tools to allow you to watch it, but the internals are all controlled by DivX labs...
How about a defined directory structure within/etc with a simplified version of the registry for layout? You could still hand-modify the config files and copy them to another computer, or just backup particular configs with a simple cp the same as now...
If it's in-house, can't you use GPLed software for whatever you want? So long as you don't try to redistribute the in-house software(gratis or for payment) without the sourcecode, why would the GPL make any difference?

The only problem I see with the removal tool requirements is with shared libraries... For the removal to work you'd need something like an installshield with the heuristics of modern Anti-Virus applications to determine which files should be associated with the program after installation...
