More groundbreaking news might be the impending release of Macromedia Flash 7 a.k.a Macromedia Flash 2004 a.k.a Matador (for designers) and Toreador (for developers). The beta is out! Check this french translation for some info and this for the screenshot.
I would suggest logging EVERYTHING. Give your ISP a chance to rectify matters. Follow their advice to the letter. Push them a bit-urge them a bit.
If you still aren't satisfied, inform them that you will be contacting the press, and ask them cordialy to prepare tehmselves for some negative publicity.
Then call up 10 newspapers, and computeresque magazines and ask tehm if they would be interested in hearing your story. Get some cheap webspace and put everything up there.

Well, I don't know about 115,200. I believe the advertised bandwidth is for 64kbps initially, so what you are reporting is probably just the port speed. But Reliance is in this quagmire primarily due to political and competitive disputes. Reliance has to deal with BSNL (one of it's primary competitors) for access to landlines so that it can fulfil it's marketing promises of providing Rs.0.40 ($0.009) a minute STD a.k.a National (primarily interstate) calls. But the deal was never fully completed or ratified. Coupled with a few other bureaucratic tangles, this has put Reliance in a rather unenviable position...
Reliance Industries is one of the largest companies in Asia, with it's primary presence being in the Petroleum industry.
But regardless, I'd rather see more discussion on the state of broadband in India... which is pitiful at best and horribly expensive at worst.
In India, standard broadband = 64kbps DSL or cable. Standard charges are about Rs.2000(USD45)/month for untimed night time connectivity, with a datacap of 1GB per month.

Landline phone calls are metered at exorbitant rates which makes dialup prohibitively expensive as well...:/

This sort of thing could give more fuel to the fire for governments to try to crack down on the internet and create more of a big brother state where they are able to monitor everything and encryprion is outlawed. If governments want to monitor terrorist activity by randomly sifting through internet traffic... it's the goverments that are infringing upon your rights - On the other hand... if they are targetting a particular individual, and trying to access his information, they can prolly do it just as easily using a key logger or something like that... I daresay that these terrorists haven't been using Windows Update on their registered copy of Windows 2000. Also, the government could use M$ to work with them in adding confidential security holes in all copies of Windows YP so that they can get easy access to the system if needed.

If he does it right load times can be as small as 30 seconds for a really rich flash document, as Flash MX now supports streaming audio and images that can be loaded from the server directly. MX also has new support for video (Sorenson) and is now at a very exciting stage.
Btw a basic (text) flash document wil actually be smaller in size than a similar HTML document, and security for the content is also better than basic HTML..

Terrorists, by being terrorists don't have to give up their freedom of speech.
