They fix some of the problems like adding instant travel, but it is far to short for a stand alone game. It would be a decent length if it was an expansion pack and priced at that but as a stand alone game by the time you start getting into it the game it is over. Also they added better weapons and armor modifications but because of quests and the shortness of the game I only used 3 weapons.
Unmaned aircraft with a transmitting camera are cheaper, have long time in the air, have higher range and are not afraid of the shore.

Spending money on condoms, grass and porn will not grow the economy and get us out of the recession. Building roads and construction will not help because for any of these new projects will require 1+ year to get approval and to write up all the environmental impact statements.
Finally if government spending was going to get us out of this then you are just ignoring all the spending that spending under President Bush. He was a liberal poster child for government spending and control and all the spending he got from a Democrat congress did not stop the problem. Mr. Gates still has plans to continue funding schools based on the ones the schools that worked, he also is going to expanded based on those that worked. He also plans to spend money on studing teachers who were more effective then the norm and spread those best practices around.

2) The mayors in nearby cities are informing the people, have emergency procedures already in place and plan to follow them.
3) the governor is working with the mayors, has plans aready in place for when emergencies happen, and is prepared to activate emergency personnel as needed.
