If I was in your shoes, I'd try and find any part time job just so I know I have no worry about bills getting paid, it will also be your business funding. You will have to be your own venture capitalist because in this economic climate there might be slim chance to nill for someone to throw enough startup money at you. This isn't an overnight process. Plan on years, not minutes or months. You have got to plant a lot of seeds in order to get a client. Every no is closer to a yes.

E-myth by Michael Gerber( It's actually about the entrepreneur myth and what it takes to start a business and why many fail and how to avoid those problems)
Blackmail the CEO and CFO. I'm sure there is something you can dig up on either one. Then either they will raise your budget or get fired when you turn in the evidence. Then bribe the board to make you CEO. Just tell them that any company loans they got, the company will not hold them liable. Maybe add some money under the table, maybe like you were saying a corporate account at the nuddie bar. By any means necessary. Then you can raise your budget. Even if the board gets angry at how a purse factory needs such a large IT Budget (read...less greed for the board), fire the board.
If you have any ethical objections, fire your conscience and give your greed urge a raise.

Some say that the Tinkertoy certification is just a paper certification while you really have to know your blocks to pass the lego exam. So I think I will going to Toy's-R-us and get me a study kit and passing the seven-11 to get me a 6 pack.
