The way most IT networks are run you would be lucky to know if anyone is updating their environment. Businesses don't care about employing good or experienced employees, not that they know how to know they have one, they are concerned with whether they are under-budget so they can get their bonus for the year.
An organization can go forward if they have someone who is involved with the industry and understands the underlying technology. If they are electing a lawyer it is pretty obvious what they consider important.

Forcing the Republicans to filibuster would certainly keep them from being so eager to threaten it EVERY TIME a vote comes up. It would keep them from getting other work done, like lobbying, for example.
I also wonder if a defendant can,in court, require the RIAA to verify the identity of the individual from whom the file was downloaded. In other words, the person who posts file, they must not be someone is legally able to distribute the file in this manner and the RIAA would have to prove that in court.
Chances are, that person would not have the right but the additional burden of having to identify this individual would certainly make it harder on the RIAA.

I can understand the desire/need for NTP servers. The question for me becomes, does this reduce the quality of chips used in PCs?
The chips that keep track of time don't have to be as accurate since, "hey, it can just sync up with NTP server." Once you let something simple like time slide, maybe they let other issues slide too because "Who is going to notice?"
I think it is more of a 'missed the forest for the trees' sort of deal. Have to improve media performance, so I will pick the pocket of network throughput to make it happen.
This is why large organizations fail, they don't have to respond to each other. They can work with tunnel vision and screw stuff up and think they are 100% correct.
What killed them was when the owner/founder of the company handing the reins over to a IBM manager/friend. This friend convinced him that he knew exactly how to run a large business and ended turning it into a large corporate bureaucracy. At that point it became a company of bean counters( customer service agents who would hang up on the customer after 12 minutes), management cronies and corporate meetings to play the blame game.
No Ethernet is pretty basic, and so are the tools for finding problems. A cable that is not terminated correctly can be almost impossible to detect without someone sitting down to scan network traffic. That requires a fairly high level of knowledge to do.
My point is that people plug stuff in and expect it to work, and it does for the most part. However, when there is a problem you can either brute force it( pulling cables or reinstalling a whole OS) or use tools that require a high level of knowledge to use.
This brings out an obvious point, despite the advances we have made in computing and IT, it is still relatively young and not that robust.
This is the equivalent of your car stops working and the 'check engine' light does not even come on. At least now some of the technology for cars is getting to the point that it will find the problem for you. The same still cannot be said for large computer networks.
When people stop treating computers as flawless wonder machines, then we shall see some real progress made.
Maybe, but to me that is not the problem. The US is intent on outsourcing ownership of EVERYTHING to corporations. Instead of the government restricting rights, they are outsourcing it to corporations. They are not bound by the same laws as the government and so trample over individual rights (free speech, gun ownership, personal privacy, drug testing, identification implants, etc...).
I am not sure the framers could have envisioned businesses could restricting personal freedoms in place of the government. I do not think that those personal freedoms should be taken away by anyone, corporations or the government.
