Even though I agree with your post in general, Mexico is not considered a third world contry. According to Wikipedia, Mexico is a Newly Industrialized Country (NIC). This may not matter much, but I think it weakens your argument somewhat.
I think this is an excellent time to point out that you can do your part and join the Digital Freedom Campaign. You can send a letter to congress or just sign the petition.

I work for a local government, about the same size, and we decided on GWI Software's c.Support. It works very well and is relatively easy to get up an runnig. It meets the requirements you mentioned.

Even though I do not worship a particular deity, I am not arrogant enough to claim with certainty that creation was not influenced by some external force - be it sentient or not. Ok, I have not played WoW and I have no idea what a "40 man instance" or a "40-man raid zone" is. Can only 40 people occupy it at the same time? Are you facing imminent death unless you enter it with 40+ people? In the terms of WoW, what is an "instance" anyway?
Lux and Pax Galaxia, both distributed by SillySoft, are two simple games that I have spent countless hours playing. They are simple enough to just jump right into, but the gameplay is surprisingly deep and enjoyable. Highly addictive!

I would hazard that we get about 50-100 unique "Stories" per day (not submissions, unique stories... 50 submissions might link the same story).
On those (I assume) very rare occasions when someone with a negative reputation submits a unique link, toss it. I am sure the same story would show up again in a few days.
I have 5 networked computers at home. My WAP's security is a bit shaky. I sometimes "clean" computers. This is not enough information to determine if he did it. I would like to think the prosecutor have more information that we are not privy to.
This guy I know has a lot of guns. He also makes a lot of his own ammo. Recently, he *gasp* cleaned his pistol. Clearly he is hiding evidence and he is the killer we are looking for.

I once tried to uninstall Real Player, but I was not successful so I guess it does not count.
