Microsoft sets the requirements and some 3rd party company administers it. After the 3rd party company has certified your product, then you can put the Vista (or XP) logo on your product. You also get listed on Microsoft's web site as having a certified product. Not being on the list means you either 1) haven't bothered to be certified, or 2) you failed certification. It doesn't mean the software doesn't run on that platform.

They can use Dropline, or just do what I did: switch to Ubuntu. I switched and I haven't looked back having used Slack for about 2 years. The package management w/ Ubuntu (Debian) is simply superior. After it was announced that GNOME was being dropped, I wanted a distro where GNOME was a first class citizen and a distro that wasn't dependent on just one man.
Source code is not the same as quality documentation. The MSDN CDs and site provide great documentation for developers. It's much easier than sifting through the virtually non-existent API documentation when trying to develop apps for GTK or QT.
Also, you don't have to bother with having a life. You can put it on hold for four years because there are no women and there's nothing to do but drink beer on the weekends.
