I'm assuming your clients are running Windows: try creating a "Sims" group, adding the limited user accounts to it, and giving it at least "Write" access on the Sims directory under "Program Files" AND go into the registry under HKLM\Computer, find the Sims-related keys and grant the "Sims" group Full Control over them. That usually works for me with games (which tend to be less good about keeping user data in places where user data should be).

If you're feeling especially masochistic, you can download a utility like Sysinternal's "Filemon" and watch what files/directories the Sims fails writing to so that you can then set the appropriate permissions.

I think the OP's problem was that Microsoft has been so vocally against open-source. IBM, at least, makes commercials with Muhammad Ali egging on the children of the corn in support of open-source. The issue is not that they should either open-source everything they do or nothing at all, rather that they should just stop talking shit about it if they're going to "participate."

SUS runs fine on a Win2k server. You can tell it to redirect clients to microsoft's site for the actual downloads (so that you approve what updates are ok to be downloaded, and clients automatically go and download them from MS). All it is really is a couple of ASP scripts. It runs the IIS lockdown tool when you install it (i think that's why they recommend having it on a dedicated server).

The hack to get a windows explorer to run as another user is to start IE (C:\program files\internet explorer\iexplore.exe) and point it to a spot on the local filesystem (like file:///c:/). There's your "windows explorer." However, this is kind of annoying, so i've just been using one of the windows explorer replacements I found on pricelessware.org (i think it's called 2xexplorer), which works like a charm.

By "does not have permission to access a resource," are you referring to a case where the group just doesn't have an entry on the ACL, or has been explicitly "denied" permissions? NTFS "allow" permissions are cumulative, so that if i'm in the cows group and chickens group, and cows has been allowed "read" access to a file, but chickens has been allowed "write" access, I will have "write" access, despite being a member of a group with lesser permissions. However, "deny" permissions override "allow" permissions, so if the cows group has been allowed read access, but denied write access, i would be denied write access, but allowed read access. whew.

and it seems weird to say after just having written all that out, but it makes more sense to me, as well :-)

does anyone know of any gratis/libre attempts to impose ntfs-like ACLs on linux systems? or is this one of those things that will just never change?

One problem I've had with ghost is that it's DOS-based, when means you need a DOS driver for your NIC. For most PCI cards, this isn't a problem, but for neato things like Linksys's little USB NIC, this can be a problem (is there an easy way to get USB working under DOS? I know ghost comes with DOS USB mass storage drivers...). And for systems that don't have NICs (yes, there are still some out there) or whose NICs are so new there aren't any drivers except the XP/2K ones on the manufacturer's web site, this little USB NIC is a lifesaver. And what about wireless, etc? In general, I'd say, driver support is better (or at least easier to find) on linux than on a DOS-type platform.
