There is a difference between not supporting it, and forbidding it. And while the people doing it, are a minority, they are a vocal minority of early adopters. Ya know... The folks that made it popular in the first place.

The purpose of IT is not to have the latest shiny. The purpose of IT is to support the business. If the business needs a software application that only works in IE6, than you support it. Or you tell your boss that he has to upgrade, and spend a few days playing xbox while you look for a job.
Looking too much like Windows is not a good thing. Since Ubuntu looks nothing like Windows, people do not expect it to behave exactly like Windows. Less questions of "Where is my Control Panel? I want to add some software!"
Even if that works for new partition, what about existing ones? These drives have been out a while, and people have been installing software to them... The best solution will be a program that moves and/or resizes existing partitions to align them properly. The question is will it be an updated gparted, or something new? What ever it is, I have no doubt that it will be out for Linux far before it is out for XP.:)
With a Power Usage Effectiveness (PUE) rating of 1.2 PUE or for every 1.2 watt used to power the equipment, 1 watt is used for cooling, the Wynyard data center is currently HP's most efficient data center.
Did they add the cost to get the power, connectivity, equipment and personnel up there? And will they for more remote places when North America starts doing it?

Because it is not fully compatible, and with some old applications it just does not work. (Mostly custom apps)
