There are a few significant differences between windows 2000 and XP, hence the minor number difference.
In Linux, since the development is open, you have different patch levels in existence. The differences here are (for the most part) either backported from newer versions or bug fixes. The numbering is a simple result of the changes in code, not a conscious effort on the part of developers (or at least should not).
This is the problem with stuff like red hat, RH9 is not really all that different from RH8.1, simply a few newer pieces of software; works pretty much the same.

I would NOT feel comfortable if someone could go into a database and see EXACTLY where I was, who I talked to (yes that could be tracked), and for how long. Qwest already did this. For a while in Omaha, NE, if you dialed a busy number, Qwest offered to get you to use their auto-redialer instead of giving an ordinary busy signal
