Obviously they have no intention of reusing existing hardware: they wouldn't consider OS X. Existing hardware is reused occasionally.
Big firms generally love to be "locked" with one vendor. They don't buy hardware, then software. they buy solutions, and they love to deal with one partner. Why risk, when you have a problem, to have your hardware vendor saying: No, we can't do anything, see with your software provider, and the latter saying: Oh no, it's obviously a hardware problem? (this is a little caricatural, but you got the idea)
Wooden houses have no problem resisting to hurricanes. In fact, they may well resist better than concrete houses, because wood is more elastic. In countries where there are anti-cyclonic norms in construction (in either wood or concrete), few or no houses are blown by the wind, for example, in the French Carribean.

By switching to the BSD license, Microsoft could release their own closed and proprietary version of Linux. For example, they could use the Linux code to enhance Windows and make it able to run any and all Linux programs available.
If I understand well, the present BSD code is so bad, ugly and useless that Microsoft doesn't want it to make any closed and proprietary OS able to run any one of the tons of programs Linux only can run, which are all so superior to anything already running on MS Windows, with or without cygwin (like for example Apache, Postgres, Mysql, Open Office, Gimp, etc.)?

The spoof is not perfect (but it would generally be effective) on OSX: I have the normal Mac menubar at the top of the screen, and a second one (without menus) at the top of the Firefox window.

It asked for my password, shut all applications, then advised that it would reboot the machine, that I would see various progress bars, then be welcome with a dialog box advising of the success of the operation. If not, reboot the computer.

When I say "just allow to do that", I mean it allows to do just that, among a ton of other things.
I believe Studio Artist, a graphic synthetizer that runs only on Mac for the moment just allow to do that.

It seems that you can even change keyboards on the fly with OS X (I did it).
