It was implemented in the late 90's at the Federal level as a way of standardising sales tax.
Previously, there was a sales tax of between 0% and 32% on all goods sold. This was simply standardised to be 10% on everything (well, nearly everything).
Some things got cheaper (from 25% tax down to 10%), somethings got more expensive (2% tax to 10% tax).
It's not as bad as some people make out, and it is compulsory to include the tax in any advertised price - so no surprises at the checkout.

Let me see, if I have 200+ movies from Bittorrent/P2P, and 200 other people have never downloaded a movie ever, we could say that everyone online has downloaded a movie!

That said, if you are paying $2 for a CD that should cost $20, then that should be enough notice to suggest to you that you're not getting the real deal.
Sure, DVDs have extras and crap, but DVDs are actually cheaper to produce than VHS tapes. So they're only charging more becuase it's 'new' technology.
Should you pay more for something just because it is better, or should you pay a price based on a reasonable profit margin above what it costs to produce?
Also, with DVDs outselling VHS tapes by a huge margin, the costs should be coming down even further.
A/C just isn't worth dying for, I don't care how hot the summer was.Tell that to the 12,000 or so people in France who died during the heatwave.
Or the person who lost his toes to frostbite (after falling asleep with his feet on the air conditioner!)

Taking the view of a malicious hacker, why would you bother coding a virus that only affected a minority of computer users?
If Linux ever really makes it mainstream, you may find it's just as susceptible.
