In Australia, you can apply the measurements used for R&TTE, (Europe) This uses the EN 55022 standard. This measures the same like 15b except at 50 Hz at 220v up to 3GHz. In non digital devices and devices without radios, there is no grant needed. You need only to perform the verification testing and keep that in your compliance folder in case something like in the article happens. On the other hand, if the fridge had a built in display that can connect to a computer via cable, you would need to have part 15b grant. This would be "certification". If you see a FCC logo on your device, that means it has either used a DoC (declaration of conformance) or the manufacturer performed the verification testing. If you see "FCC ID:XXX-YYYYYY", this means that the device has undergone Certification at a FCC approved lab.
My only gripe with W8 is the Metro interface is flat you can't have a tile for one application and then have all the tiles for it's other components underneath. Other than that it goes like stink. I believe the low sales have more to do with desktop/laptop sales plummeting.

I use W8 on my home machine for gaming and media consumption and W7 at work. So, I cannot really say how it is to actually "work" with W8. I know I do not like Metro at all though. The look is OK for me, I do not really mind that. What I hate though is being forced to use full screen. Or that silly 20% snap view. It makes no sense. It is "Windows". The whole point is to have "Windows". Honestly, it is pretty clucky to use Metro with a mouse. I got my wife a Yoga Pad with the Pen though, and that is a treat to use. I suspect with the release of Haswell from Intel and the W8.1 that the convertible and x86 tablet market will explode. I know I plan to buy one. Most of the day I just type, but sometimes you really need to actually draw something out and share that with a client.

I do not see any technical reason why this cannot work. Take for example the Lenevo Helix. In tablet mode, the processor is clocked down to something like 7 watts of power draw since the battery life and heat output would make it unusable. However, when it is docked, it goes up to full speed with the help if some additional cooling in the dock which pulls air through the tablet.
I think there are several people like me, who have no interest in buying a tablet for media consumption, but rather for working. I work in a laboratory environment, in which I create several reports each day, which others and I must sign. My ideal is that I just pull the "tablet" out of the dock and walk over and have the other person sign the report with the stylus.
If I have a tablet, I expect to be able to work on it. I expect to be able to pop in my USB stick or SD card to adjust some photos I took while on holiday. Why should a tablet not be an ultra portable PC? Why should it only be for consuming? So, Yes Windows 8 UI is crap. I admit it. BUT, it is STILL windows and with Windows I can create content in a meaningful way that I cannot do on iOS or Android.
Seriously, why would they think they have any idea at all where it came from? Space is massive. There are chucks of rocks flying all over the place left over from the formation of our solar system. Not to mention other systems. We are blasted every single day with tons of space rocks. I am sure that there is a pretty high chance that none of it is coming from a planet but is rather coming from the millions of asteroids flying about. I like the idea of the tiles over the desktop. Kinda transparent so you can still see whats open.
