That being said no government should ever regulate the internet. So while the argument is stupid and pointless, the truth is still the same.

I played FFXI for years before giving it up and even with the release of FFXIV they smartly did NOT kill the FFXI servers which turned out to be a good thing considering how poorly the newer game was received.

Nope not going to happen, and there is a VERY good reason. Netbooks sucked SPECIFICALLY for everything you listed, tablets dont specifically because they dont pretend to be a full computer. That being said 99.9% of what most people use a computer for is easily handled by tablets. I do my email, surf the web, work on music, type papers and reports, and play some pretty good games on mine, all activities I did at home with my laptop but no longer need my laptop for. In fact since getting a iPad I literally ONLY use my laptop for work, and even there if in a pinch could SSH into my servers and work on them through command line if need be but would prefer my laptop over doing that.

This really seems like it depends on WHAT your company does. Pushing to production a browser or a utility weekly or even daily is a lot easier and less disruptive than say a OS or a major software product thats used by hundreds of large companies.
I would say the biggest obstacle is to get rid of the paper process, bring in git or something else for changes that everyone can view, and limit the signing offs to production, QA, or gold master (or whatever your company calls them) while keeping the dev stuff out of it so that the dev team can be more flexible. Also have a pretty good test lab/suite that will enable you to test stuff on the fly on multiple machines and configuration. Case in point Apple has a testing lab of EVERY machine they have made for the last 3 years in multiple configurations for their software. Granted they are a closed ecosystem so its easy for them to do that, but generally you could get a good roundup of machines to use that span from the insane configs to the "are you fing kidding me you are using that???" type stuff.

12 million is more easily explained by being leaked from a developer, as up until half a year ago, developers were using the code to identify individual iPhones for various reasons like automatic sign-in to certain services like some of the multiplayer game services. Apple banned them from using it though half a year ago so at this point there was no reason to keep.
The data it's self was incomplete. Some had legit names and addresses while most were just a ID code. If this was from a official source then there would have been a lot more data on most of these. On the otherhand if it was stolen from a developer who let users opt out of giving their information but used the code for autologin purposes, then there would be clear reason why most of the data has no user info attached.

Actually there a federal legal designation in terms of just using "assembled" in the US were most of the parts have to ALSO be manufactured here too.
