And they got a whole lot of watts of transmitting power, situated in prime locations!"
Well, you can listen to your music from almost any distance, if you have line-of-sight to the tower.(Note to amateur radio buffs: I know FM bounces on the stratosphere) The reason you cannot with your car radio is that the signal to noise ratio gets worse as you go away. If you had the right black box, you could theoretically clean the noise around the signal and resume your listening. As an allegory, think of it as the electromagnetic equivalent of shouting in a croud: the ambient noise drowns your message as the listener goes away. Is not that unlawful in a few ways, such as faking an identity and letting a criminal run free?
Following this logic, it is easy to see that you should be covering the informant's ass instead of yours, especially because you can justify your position and use your credibility to protect it. As a Québec government IT worker, I can tell you that Microsoft is getting more competition every day from OSS in general. Most branches of the government use Apache (mine is lagging, but overwhelmed with the financial difference: our website is now on Apache/Netware; just wait...) - The Difference Engine by William Gibson and Bruce Sterling: an alternate victorian world where Charles Babbage's difference engine worked and sparked a technological and industrial revolution. Part detective story, part historical thriller.
And now for the "me too": if you like fantasy(or at least not loathe it) and humor, try a book from Terry Pratchett, like "Rincewind the Wizzard"(sic) or "Interesting Times". Read them in this order, to get the background about the principal character, Rincewind.

The winner had the best technical offer (it had 10% more points than no.2) AND their price was 50% under the second best price. Moreover, there were about 10 bidders and the eLearning market is young and competitive. The winner was NOT the biggest, baddest, most deep-pocketed; they wanted to take over the bid to get visibility in the corporate structure (yes, we are THAT big).
In this case, Microsoft did what they could and did not win. Which shows the value of the alternative!

Of course, the abovementioned amounts of cash are used as an insurance against failed courses. Of course, here in Quebec college is (almost)free for all and uni's are cheap(1k$ / 15 credits, 100 credits for a degree), so the rule does not work for the US. In that case, you have to rely on the reputation of the school.
You do NOT want to get a non-Radeon AIW. Why? They are almost unsupported by now. At least get a current model (the 8500LE is cheap) to get the current drivers. Less hassle, less bugs(yes, ATI has improved lately on that) and the 8500 works in Linux!(from what I know)
Try once capturing at VCD spec(352x240 MPEG1) and see if the quality is good for you. At about 1 MBPs, it is cheap to store, whatever your media is. After that, keep the resolution, but change the bitrate and/or encoder(MPEG2 and MPEG4 are standardized, thus better for archiving)
At 640x480, you are wasting resources(see other posts for explanations)

I started learning how my car works because all that "moving stuff" is elegant and complex. It's the figuring out part that gives me satisfaction.
