I hate this line of thinking. As though an organization only focuses on one thing at a time. "I guess they don't have more important things to do." As though deciding to put out an anti-piracy logo consumed 100% of their resources and manpower. They probably hired some marketing company to do it anyway.
So what percentage of money/time do you feel is valid in creating a symbol that is widely ignored, and ineffective?
While working for a company, I had to do Desktop Support through out all it's enviornments including huge barrels label toxic waste (The area smelled utterly terrible), and tons of sink like areas with different coloured liquids bubbling.

Secondly, he may have made the first payment out of greed, but if you read the article, what comes out is how much he trusted the scammers involved. I'd bet that by the end his primary motivation was 1) not to let down his "business partners" and 2) he was already in so far, he didn't feel he could turn back.
Lastly, if you still can't muster any sympathy for him, try feeling sorry for his partially-disabled wife.
